Resumen

Ante problemas evidentes en la gestión de las aguas lluvias de Bogotá, derivados sobre todo de la obsolescencia de las soluciones de drenaje convencionales, se revisan nuevos paradigmas internacionales como reflexión inicial para construir una visión propia sobre el saneamiento pluvial urbano de la ciudad. Por su carácter incluyente, pluriobjetivo y pluridisciplinario, se sugiere considerar la ciudad sensible al agua como paradigma de largo plazo, con base en las características y dinámicas propias de la ciudad y su vulnerabilidad frente a los eventos generados por el cambio climático y la contaminación de los cuerpos de agua. Con el punto de partida en limitantes propias de la ciudad como el pensamiento rígido, la fragmentación institucional, las políticas inflexibles y la corrupción gubernamental, se proponen elementos de reflexión sobre cuatro dimensiones que deben ser intervenidas para que Bogotá inicie su transición hacia ese modelo: natural, material, humana y normativa.
