Abstract

The social and economic crisis caused by the Covid-19 pandemic opened a window of opportunity for the issue of basic monetary income which enters strongly into discussion in the Colombian public sphere. The opportunity allowed that it registered four proposal of bill to make it come true. This article analyzes, from the multiple stream frameworks, the evolution of the public discussion in Colombia, identifying its main tendencies, its gaps in relation to the theory of basic income and makes a proposal to broaden the discussion.


What is evident is that basic income has a broad social consensus, but that the window of opportunity has been a critical situation which severely limited the discussion about it. This took place mainly around the government's program calls Ingreso Solidario and focused on its scope, amounts, and fiscal costs; leaving aside dimensions of the issue that are relevant in basic income theory, such as its implications for social justice and fighting inequality.
