Abstract
Este trabalho objetiva difundir as Diretrizes Nacionais para o Saneamento Básico expressas na Política Brasileira de Saneamento e discutir suas implicações para a esfera municipal dentro da concepção da Economia Verde. Investiga-se no contexto de prática econômica, que é a Economia Verde, se os serviços públicos brasileiros de saneamento básico estão inseridos nos critérios de bem-estar e equidade social. A partir do Marco Regulatório para o setor é analisada a elaboração dos Planos Municipais de Saneamento Básico, procurando-se uma melhor compreensão dos desdobramentos e da trajetória que essa Política pode possibilitar para a sociedade e para o meio ambiente e propõe-se uma metodologia para a elaboração desses Planos. Parte-se do pressuposto que a integração entre a sociedade civil, o poder público municipal e suas ações na área de saneamento básico se constitui em uma importante via de acesso para uma nova forma de governança territorial rumo à Economia Verde.
