Abstract

This paper elaborates on the idea that under a human rights approach group homes can foster and ensure the Right to the City for those with intellectual disabilities. This is possible using the services made available through the Social Security Act §1915(c) on the Home and Community-Based Waiver, along with some additional activities and strategies
