Abstract
Ante la inexistencia de un marco normativo que posibilite la regularización y legalización urbanística de asentamientos rurales, se realiza un análisis comparativo desde la dimensión físico espacial, social y jurídico de cinco casos de estudio de instrumentos normativos aplicados en los entornos rurales metropolitanos de la ciudad de Medellín. A partir de dicho análisis, se concluye que en aras de hacer posible la sostenibilidad ambiental es fundamental regularizar y legalizar los asentamientos en suelos suburbanos que son estratégicos para la estructura urbano regional, lo cual podría hacerse mediante la Unidad de Planificación Rural (Decreto 3600 de 2007). Como lineamientos generales se plantea la racionalización de la infraestructura instalada, principalmente de servicios públicos; la protección a moradores y la claridad de los derechos de propiedad para viabilizar la compensación ambiental.
