Abstract
En esta ponencia se propone analizar la forma como opera el criterio de la identidad territorial de las personas en la definición de las políticas de acceso a vivienda y tierra urbana en la provincia de Santa Cruz (Patagonia argentina), y su impacto en la construcción de exclusiones y privilegios en el acceso a vivienda y tierra urbana de los habitantes de la provincia según su condición migratoria. También se propone analizar la aplicación y el uso de esa normativa, a fin de comparar la formulación de la política por un lado, y la aplicación de la misma. En términos generales se concluye que la norma es discriminatoria con los inmigrantes. Sin embargo, su aplicación es discrecional; beneficia a actores del poder hegemónico local y extralocal. Los privilegios y exclusiones están sostenidos sobre el criterio de la identidad territorial, la clase, la condición étnico-nacional y las filiaciones partidarias.
