Abstract
El presente artículo trata el tema de la mejoría habitacional en la comunidad Santa Marta, que se encuentra integrada a la ciudad formal de Rio de Janeiro. Se trabaja la hipótesis de que la mejoría de las condiciones de habitabilidad junto a la inclusión social, hace posible que las favelas sean barrios mínimamente estables. Al tomar la vivienda junto a su valor cultural y simbólico, el trabajo propone la aplicación de una metodología social que muestra la necesidad por parte de los habitantes de la asistencia de un arquitecto con el papel de interpretar las necesidades y deseos del cliente, incorporando el saber técnico junto a la normativa a aplicar. El camino para mejorar las viviendas de la población de baja renta, se encuentra trabajando con las iniciativas gubernamentales presentadas por arquitectos y urbanistas, adoptadas y ejecutadas por el Poder Público.
