Abstract
Proporcionar un método que permita valorar el costo de oportunidad de un ecosistema sostenible y estratégico para una ciudad latinoamericana. Se tomó como caso la ciudad de Neiva (ciudad Puerto) (400 mil habitantes/2011) localizada sobre el río Magdalena (sur de Colombia). Aprovechar que desde los años 70´s del siglo XX se han proyectado diversos diseños arquitectónicos que involucran manglares, islas, diseños ecológicos, centros mercantiles y residenciales, interactuando con la Avenida Circunvalar, en el gran Proyecto arquitectónico – urbanístico - paisajístico: Malecón – Parque Isla.
El costo de oportunidad del Malecón - Parque Isla consiste en valorar desde el punto de vista económico los recursos bio – físicos (con valor de no – uso) comparativamente con aquellos recursos de inversión pública y privada (valor de uso).
