Abstract
En este artículo analizamos el rol del municipio y las políticas municipales en las problemáticasde los productores hortícolas, considerando que las nuevas funciones de los
gobiernos locales implican un nuevo perfil del Estado. En Pilar se reformularon estrategias
de intervención en la gestión de los espacios hortícolas. Repasamos ejes del concepto de
desarrollo local, el perfil del territorio, el rol de la sociedad civil y desafíos de la gestión
municipal, mediante avances de una investigación que aplica metodología cualitativa con
trabajo de campo etnográfico en distintos ámbitos municipales del partido. La capacidad
de respuesta de las estructuras burocráticas gubernamentales locales es, por el momento,
adecuada a las demandas de los productores. Se visualiza cierta coordinación y articulación
entre y dentro de los organismos públicos del municipio.
