Abstract
O trabalho inicia-se com uma abordagem conceptual do terceiro sector, seguida de uma revisão sobre a relação entre investimento e crescimento. A componente empírica concentra-se nas regiões rurais portuguesas Douro e Alto Trás-os-Montes que têm recebido um significativo montante de incentivos ao investimento no contexto da política de desenvolvimento regional europeia, procurando-se estudar o impacto desses investimentos no desenvolvimento. Os resultados relevam um maior impacto do investimento público relativamente ao investimento privado produtivo e destacam a importância do investimento privado de natureza não lucrativa no âmbito do terceiro sector. Assim, o apoio ao terceiro sector surge como um importante factor em matéria de políticas de desenvolvimento rural, já que o impacto do investimento público ainda não se traduziu numa dinâmica de bens transaccionáveis internacionalmente que permitam à região prescindir das ajudas públicas.
