Resumen

El objetivo del presente trabajo es la descripción de los conocimientos que sobre derechos y deberes en salud tiene la comunidad indígena sikuani dentro del marco de la legislación colombiana. Para lograrlo fue necesario identificar alguna de sus características sociales, lo cual permitió contactar su contexto inmediato; además de esto, queriendo equilibrar la visión occidental de la salud y la cosmovisión indígena, se trataron de identificar los conceptos que manejan estas comunidades sobre salud, enfermedad, derecho en salud, deberes en salud, y derechos y deberes en salud que consideran deben hacer parte de su particulares códigos de convivencia. A lo largo de toda la investigación se comprobaron las deficiencias que tienen estas comunidades en el conocimiento de sus derechos y deberes en salud, a la vez que se identificó la relación entre la falta de conocimiento y la ausencia de los servicios de salud. Pueden evidenciarse que el derecho a la salud, entendido como suministro de los servicios sanitarios básicos, está siendo vulnerado, y el Estado y las instituciones de salud, a quienes corresponde velar su cumplimiento, aún no están tomando las medidas necesarias para que este derecho imprescindible sea brindado a una población que puede ser considerada pobre y marginada.

 

ABSTRACT

The main object of this work was to discover and to describe how much the Sikuani indigenous community knows about their rights and duties in the Health sector, as establised in the ligislation of Colombia. In order to achieve this objective it as necessary to identify some of their social characteristics, and this allowed me to enter into contact with their immediate context. Besides , I wanted to counterbalance the western vision of health with the indigenous cosmology; so it was necessary to identifiy their concepts of health and illness, and to dicover what duties and rights in the health sector they consider a necessary part of their particular codes of existence.

Throughout the investigation I could realize that these indigenous communities have an insufficient knowledge of their rights and duties in the health sector, and that there is a clear relationship between the lack of knowledge and the absence of health services. So, ome can clearly demonstrate that the right to health - as a right to receiving health services - is being constantly harmed. The State and the Health Institutions, who are responsible for this, are not yet doing waht would be necessary to make sure that this poor and marginal population can actually enjoy this right.
