Abstract
The objective of this essay is to analyze the tendencies of transformation of the State, the governability and governance under the influence of the emergence of the neo-colonial- Imperial state, the resistance movements and collective action that result from the crisis of the development model. Special emphasis is given to the implications of these variables on the Latin American States. Finally, the article marks the most salient components of the ideal profile of the Newly Emergent State.
