Abstract
By the accomplishment of functions of accumulation,legitimation and maintenance ofconfidence, the fiscal policy guarantees thereproduction of capitalists social relations in acontext of relative social harmony. This is thecase in Colombia, where an historical analysiswill allow identifying the configuration of awar-assistencialist and confidence State thatuses different ways of repression and socialcontainment in order to reproduce the prevailingorder. In this context, the structural origin of thefiscal deficit in Colombia has a deep relation withthe consolidation of neoliberal order, the persistenceof the armed conflict and the expansion of the assistencialist model of social policy. Onlydeep transformations in those processes wouldchange the problems that government has facedsince 1990.
