Abstract
Las Nuevas Tecnologías de la Información se han convertido en factor crucial para toda clase de actividades en los países más desarrollados del mundo. En cuanto a los países en vía de desarrollo, la Informática, la Telemática y tecnologías desarrolladas con ellas se presentan con desafíos de verda difíciles, poruqe estos países tiene que compartir el mismo mundo físico, económico y cultural con los que ya han desarrollado una alta tecnología, aunque sus circunstancias históricas sean bien diferentes.
