Abstract

Colombia requires an alternate vision on how to assure social inclusion in the face of the profound inequities and the volatility of the income, aggravated by an increasing intervention of the market forces. The new development model of the 1990 decade lead to mercantilism and privatization of a good portion of the social security. Thus, a collective construction of a true social contract over the strategy of social development, in which the overcoming of poverty and inequity becomes a structural process. The agenda of social protection and the fiscal contract are two of its components.
