Abstract
El título de este artículo es por sí mismo una declaración y un programa Una declaración, porque una vez más volvemos a hacer el anuncio de la primacía de los pequeños, de los olvidados, de los marginados, de los sin voz, como constitutiva y constituyente de lo que la revelación cristiana quiere proclamar como Buena Nueva. Es un programa, porque las reflexiones que hacemos son invitación al compromiso y pautas para la acción. Las declaraciones que no conducen a prácticas consecuentes son, además de inútiles, infelices.
