Abstract
El fenómeno típico de los últimos veinte años en Colombia es la concentración del poder político. Después del período denominado de la Violencia. el régimen político colombiano entra en un ciclo que bien pudiera llamarse del estado de sitio. dado que el setenta y ocho por ciento del tiempo transcurrido desde la caída de Rojas Pinilla en 1957. el país ha vivido en un régimen de excepción. Esta prolongada vigencia de reglas extraordinarias ha gestado la concentración de poderes en el ejecutivo. con detrimento de las ramas legislativas y judicial.
