Abstract
The current moment that lives Colombia, mixed with economic success and political problems, forces to raise the problem of if it is or not a corrupt nation. This needs to define in classic terms the concept of corruption for, from his definition, verify that the majority of the analyses and reflections of last times on Colombia becomes applying categories constructed from other political cultures, to the countries of South America. From a defense of the need of creating a thought that born in Colombia can be used to explain the Colombian reality, there is a thesis that opposite to the idea of that Colombia is a corrupt country, in the sense of degraded in his beginnings, actually it is an insufficiently realized State that needs for his affirmation of more actions that develop the public institutions and the mandates of the Constitution of 1991.
