Abstract

The present article seeks to demonstrate the overflow of the regulation legal authority of the national government in the area of the state contracting, specifically from the regulations established in the Decree 2474 of 2008 regarding the acquisition and supply of goods and services of technical uniform characteristics
and of common utilization under the procedure of inverse auction, opposite to the criteria of objective selection developed in the law 1150 sent in the year of 2007.
