Abstract
The study of Public Administration (public policies) in Colombia and its influence on the way the Estate functions depends at a large scale on the Reforms that were implemented in the second half of the twentieth century and whose effects are still valid. The period so designated must start out from the recommendations that were made at the beginning of that period in order to achieve an up-date of central administration and the launching of mechanisms of economic planning, budget, public administration, administrative procedures and reorganization of government structures. It also implies specific processes that, when framed by the issuance of constitutional and legal norms, facilitate a study through historical cycles and show the evolution of the subject until the legislation that has been passed at the beginning of this century, which supports the structure and the administrative operation of Colombian government.
