Abstract

Public contracting in Colombia is conflicting and inefficient. Big infrastructure works finish in the courts almost without exception. My aim consists in finding the causes of the problem and in formulating recommendations in order to improve the public contracting in Colombia. My specific aims are: to design a formal model of the state contracting and to formulate the conditions of vertical integration and subcontracting. I begin with the summary of literature on the transaction costs economics and its role in the selection of the optimal structure of organizations. The second section describes the legal frame in which contracting of infrastructure projects take place in Colombia. The third section presents the game theoretic model of contracting. The solution of the game allows formulating the conditions of vertical integration and subcontracting. I finish with the discussion of these exploratory findings and the conclusions.
