Resumen
Este artículo examina la cultura organizacional de una entidad pública prestadora de servicios de salud en Colombia y su influencia en la gestión de proyectos, adoptando un diseño de estudio de caso. Se exploraron las percepciones de servidores públicos y contratistas a través de grupos focales, obteniendo respuestas consensuadas a nivel grupal sobre las dimensiones de poder, normas, resultados y personas. Los resultados revelan una cultura dominante orientada a las normas y los resultados, que coexiste con desafíos en la gestión de recursos, la equidad, la comunicación y el bienestar del personal, especialmente en contratistas. Se analizan las implicaciones de la cultura organizacional para la innovación, el desarrollo del personal y la sostenibilidad institucional, ofreciendo recomendaciones para fortalecer la cultura y mejorar la gestión de proyectos en salud pública. El estudio contribuye a la comprensión de la complejidad de la cultura organizacional en entidades públicas, resaltando la necesidad de enfoques integrales para la gestión del capital humano que consideren las dinámicas interrelacionadas entre las distintas dimensiones culturales y el contexto específico de la entidad.
