Abstract
This article analyzes how housing needs were configured within Argentina’s Federal Housing Policy (2003-2023), based on three projects implemented in the Metropolitan Area of Greater Resistencia (Chaco, Argentina). The main objective is to demonstrate that housing needs are neither “given” nor neutral, but rather the outcome of political and social disputes that shape their definition. Methodologically, a qualitative-inductive approach was applied, using document analysis, in-depth interviews, and actor-mapping techniques, which enabled the identification of different stages in the process of need configuration. Findings show that the interpretations legitimized within policy design and implementation stem from unequal power relations among state, technical, and community actors, ultimately conditioning housing programs and projects. The conclusion is that understanding this process is crucial for developing more inclusive housing policies. The article also proposes advancing toward a theory of consensual multidimensional basic housing needs as the foundation for integral housing policies.
