Abstract

The high degree of vulnerability of the displaced population and the low impact of the programs directed towards this population have resulted in the illegal solution of housing problems, generated by the development of low-quality housing neighborhoods. Instead of proposing an evaluation of the housing policy for displaced populations due to violence, the article proposes an analysis of the housing public policy for displaced populations. From this perspective, the analysis of public policy is presented as an analysis of the “State in action” and manner of “solving problems.” The article then, reviews the housing public policy for displaced populations, and compares it with the problem it is trying to solve. With this information, it will be possible to assert that the character of the policies is centralist and assistentialist with limited and controlled territoriality. On the other hand, the VIS urban public policy does not allow to think about solving the problems of the displaced population due to violence. The article proposes general principles for a comprehensive housing public policy for displaced populations.
