Abstract
Una redefinición de la Reforma Agraria dentro del nuevo modelo de apertura económica tiene en cuenta las tendencias de la economía campesina y sobre todo su potencial de transformación y adaptación frente a las cuales las instituciones estatales no pueden quedarse cortas. Muchos de los desaciertos de la Reforma Agraria obedecen al modelo proteccionista del Estado que la condenó en muchos casos a la marginalidad geográfica económica y técnica, que omitió la integridad en el proceso de adquisición y dotación de tierras y que limitó las tareas esenciales de la planificación del desarrollo rural. Junto con los aportes que hace en el nuevo reordenamiento constitucional a la Reforma Agraria, el nuevo modelo de apertura económica ofrece alternativas para el mercado de tierras, para la autogestión campesina y para su vinculación a los mercados. Este constituye un marco de condiciones óptimas en el cual el Estado estará presente pero con una intervención racional, gradual y temporal.
