One of the most controversial issues discussed in the process of progressive development and codification of Unilateral Acts of States by the International Law Commission was the definition of unilateral act. This paper identifies the key elements of this definition and analyzes the different proposals until the adoption of the definition and their Guiding Principles in 2006.
