Abstract
This article analyze the Congress of Panamataking into account three perspectives: the theoreticalfoundations of Jean Jacques Rousseauand Abbé de Saint-Pierre that influenced the projectconceived by Simón Bolívar, the setting of international law during the nineteenth centuryand finally, the political and legal analysis of thePanama Congress, their legacy and importance.This journal is registered under a Creative Commons Attribution 4.0 International Public License.
