Abstract
This article analyze the Congress of Panamataking into account three perspectives: the theoreticalfoundations of Jean Jacques Rousseauand Abbé de Saint-Pierre that influenced the projectconceived by Simón Bolívar, the setting of international law during the nineteenth centuryand finally, the political and legal analysis of thePanama Congress, their legacy and importance.
