Abstract
Sin lugar a dudas, la información se ha convertido en los tiempos actuales en un factor clave en las diversas dinámicas de desarrollo nacional y de las relaciones internacionales, hasta llegar a considerarla como un factor determinado de lo que se están dado en llamar un 'nuevo orden internacional".
Al rededor de la importancia creciente dada a la información se ha iniciado una nueva disciplina científica, la cual surge como resultado del análisis de los problemas generales por el crecimiento exponencial del conocimiento y por la investigación realizada sobre la probelmática de la comunicación, notablemente complicada por el desarrollo de los llamados medios masivos.

Thus, this work may be reproduced, distributed, and publicly shared in digital format, as long as the names of the authors and Pontificia Universidad Javeriana are acknowledged.
