Abstract
Desde hace algo más de dos décadas toda la compleja problemática de los pueblos que constituyen la parte más pobre, más explotada, más despojada y también más numerosa de la humanidad, se convirtió en la preocupación principal de muchos científicos sociales, economistas, sociólogos, historiadores, politólogos, etc., lo mismo que de muchos técnicos en diversas ramas del conocimiento, y también, por supuesto, de los políticos. Y esta preocupación por estos problemas antes de disminuir ha aumentado notablemente, hasta el punto de que hoy en día todo el mundo tiene algo que opinar, algo que escribir, algo que decir. Es obvio ya que nos estamos refiriendo al llamado problema del "subdesarrollo", que afecta de una forma u otra a la mayoría de la población mundial y a; casi todos los países del planeta incluidos evidentemente los países Latinoamericanos.'

Thus, this work may be reproduced, distributed, and publicly shared in digital format, as long as the names of the authors and Pontificia Universidad Javeriana are acknowledged. Others are allowed to quote, adapt, transform, auto-archive, republish, and create based on this material, for any purpose (even commercial ones), provided the authorship is duly acknowledged, a link to the original work is provided, and it is specified if changes have been made.
