Abstract
El cuatrienio de 1860 a 1863 fue una verdadera vertiente en el devenir histórico de Colombia en la pasada centuria. En esos cuatro años se agolpan, codo a codo, una guerra civil de vastísimas consecuencias,- el derrumbe del Gobierno de Mariano Ospina Rodríguez y, con él, el de la Confederación Granadina,- el resurgimiento, aunque a la larga efímero, de Tomás Cipriano de Mosquera como hombre fuerte del país y, como para coronar todo este caleidoscopio vertiginoso, el surgimiento de un nuevo orden constitucional en Rionegro que vendría a ser la armazón de más de dos décadas de república radical.
