Abstract

In the following work I propose, first of all, presenting the analysis of the institutionalized participation of social movements in a sub-secretariat, subordinated to the Ministry of Health of the government of the Province of Buenos Aires. Based on this, I reflect on the institutionalization history of social-territorial movements in the State, which allows me to inquire about the relationships, scopes, and limitations of the possible construction and joint implementation of public policies and social movements. I observed that a large amount of academic production aimed their considerations towards certain deficits of the social movements in order to explain certain difficulties found in the transformation policy implementation. To the contrary, I found that several difficulties and challenges related to the building of an agenda and the implementation of joint public policies have to be located within the State.
