Abstract

This study addresses the legal evolution of the electronic government procurement (e-procurement) in Colombia. The advancement of the information technology has allowed the state to introduce the Internet into the public administration even in one of its major areas: government procurement. This situation has produced the emergence of the phenomenon of e-procurement, witch switches the traditional practices and procedures of procurement into those offered by the digital era. E-procurement appears as one of the major contemporary concerns of national and foreign public authorities owing to the large state expenditure involved therein. Thus, this study presents an historical perspective of the issue in the Colombian context, describing the process of settlement of the e-procurement strategy in three different stages. The paper also sets forth a pathway to eventually anchor the eprocurement as an actual and dynamic instrument in the Colombian public administration.
