Abstract
Mexico is going through problems that come from a series of new
factors that have made our political institutions, established in the
constitution of 1917, dysfunctional.
This new political context began in the 1990s, more specifically in
1997, when the quest for pluralism ended with a change in power,
beginning with the Cámara de Diputados, where the president’s
political party became the minority. Later the executive power is also
affected by these changes in government, making pluralism a true
possibility.
Pluralism gives evidence to the state that the constitution holds, that
it worked well in the contexto de presidencialismo of the political
party in charge, the PRI. These institutions are considered dysfunctional
because of the length of time during the decision process, the
uncertainty of the public politics, all of these harming the sovereign
will, that chose the governors through a democratic vote based on
the candidate’s promises during their campaigns.
