Abstract
En la Ciudad de Buenos Aires, hacia la década del noventa se declaró el estado de "emergencia habitacional" con la finalidad de frenar los desalojos compulsivos y masivos que dejaban a familias enteras en la calle. Con la crisis del año 2001, la actualización de las respuestas institucionales al problema habitacional resultó sumamente compleja porque implicaba políticas urbanas y sus procesos de gestión, pero que debían confrontarse con las nuevas necesidades de participación de las organizaciones sociales y la inercia de las mismas prácticas institucionales y de los múltiples grupos y sectores involucrados.
En este trabajo se desarrollarán las implicancias de las políticas habitacionales desplegadas desde el gobierno y su confrontación con las acciones desplegadas por las organizaciones sociales que defienden el "derecho a una vivienda digna". Se focalizará en el accionar desplegado por algunas organizaciones sociales y la puesta en crisis del rol de las instituciones que esto implica.
