Abstract
Although it must be remembered that the struggle for democratization and pluralism is not new and has its roots, towards the end of the sixties of the last century, in the efforts of unesco to promote a series of debates that in Latin America led to in the formulation of some National Communication Policies - for the rest sabotaged by the major international news agencies and the most conservative organizations of media owners such as the sip (Inter-American Press Association) and AIR (Asociación Interamericana de Radiodifusión) -, It is true that the value that in Colombia acquires the development of a project such as the National Television Observatory (Ontel), formulated and executed within the framework of the Television Development Plan, which was drawn up by the National Television Commission of Colombia, is unquestionable.
