Abstract
Con el objetivo de describir la forma en que se implementó la estrategia de APS en el Hospital Pablo
VI Bosa (HPVI) y los factores favorecedores y limitantes de dicha implementación, se realizó un
análisis cualitativo de material documental, entrevistas a profundidad con actores institucionales y
talleres con funcionarios y comunidad. A partir de la triangulación de información se estructuró una
síntesis narrativa que describe la experiencia en la localidad. Dentro de los principales hallazgos
se encuentra una interesante apuesta del modelo de gestión que visualiza a la APS como estrategia
central y la complementa con otras estrategias propuestas por el Distrito para la ejecución de su
política pública, se destaca el fortalecimiento de las dinámicas comunitarias que aunque, limitadas
mayoritariamente a lo institucional, han sido significativas en materia de sostenibilidad. Los factores
favorecedores y limitantes identificados son de diversa índole, pero todos ellos relacionados con
la forma de ejecutar la política pública y las dinámicas institucionales.
