Abstract
Es el primer informe parcial de la investigación
Estructura, estado y modificación de la calidad
(satisfacción), de la oportunidad y de las razones para no usar los servicios de atención médica
en Colombia.
Responde los siguientes interrogantes: ¿Son comparables las preguntas incluidas
en las encuestas de Calidad de Vida de 1997 y 2003 en relación con la calidad y la oportunidad
de los servicios de atención médica y con las razones para no usarlos? ¿Son comparables
los servicios específicos a que se refieren esas preguntas? Los materiales usados en el análisis
son los formularios, manuales y documentos metodológicos de las encuestas nacionales de
Calidad de Vida de 1997 y 2003. Se concluye que sólo se pueden comparar: a) la calidad de la
atención médica ambulatoria agregada, de la provista por profesionales e instituciones, y de la
provista por promotores y enfermeras, en los últimos 30 días, y b) las razones de no usar la
atención médica por parte de usuarios que no requirieran atención hospitalaria en el mismo
período. La oportunidad no se puede comparar dado que las dos encuestas la evalúan de modos
sustancialmente distinto.
