Abstract
En este artículo se describen los resultados de una encuesta llevada a cabo durante los años 2003-
2004 para determinar el cumplimiento de los criterios para la certificación de descentralización
en salud otorgada por el Ministerio de la Protección Social en una muestra representativa de
municipios colombianos. A la luz de los hallazgos se evalúa la validez de la certificación como
indicador de descentralización y como alternativa se construye una escala de descentralización
en salud. Se encuentra que a pesar de estar certificados, los municipios no cumplen con todos los
criterios. Aunque el número de criterios cumplidos parece relacionarse al estar certificado, no es
claro haya diferencias en el tipo de criterios cumplidos por los municipios certificados y no
certificados. La escala propuesta podría capturar diferencias tanto cuantitativas como cualitativas
en cuanto al cumplimiento de criterios. Los resultados del estudio cuestionan si el estado de
certificación refleja de manera adecuada el grado de descentralización municipal.
