Abstract
Esta investigación pretende recomendar criterios de políticas públicas para fortalecer en lo
institucional al Ministerio de la Protección Social con el propósito de desarrollar la integración
del componente de salud y del proceso de reforma en salud dentro del Sistema de protección
social. Este componente es transversal para el bienestar de la población, su importancia para la
generación de capital humano lo convierten en la piedra angular de cualquier sistema de protección
social. El estudio es de carácter exploratorio el cual incluye un análisis comparativo de las
reformas en salud que han desarrollado aplicaciones del concepto de protección social para los
casos de Canadá, Chile y México, con respecto al caso colombiano. La investigación analiza las
implicaciones de las reformas para avanzar en la protección social en salud. La función de
modulación o
stewardship del Ministerio, se encuentra como fundamental para adelantar las
relaciones políticas y estratégicas dentro del sistema en aras de consolidar la integración de la
salud y su reforma dentro del Sistema de protección social. La investigación concluye con una
serie de recomendaciones para integrar la salud a la protección social.
