Abstract
Esta es una investigación cualitativa, realizada entre 2005 y 2007, basada en trabajo de campo
y en entrevistas a 10 organizaciones de usuarios de salud (OUS) en Medellín, Colombia,
para conocer su incidencia en el derecho a la salud durante la implantación de la reforma. Los
resultados clasifican los tipos de OUS, el alcance y contenido de sus actividades; así mismo,
develan los componentes no realizados del derecho a la salud, convertidos en visibles y de
interés público por la acción colectiva desplegada por esas organizaciones; también muestran
cómo la pobreza, la frágil autonomía, la simultaneidad de lo cívico y lo armado en la resolución
de necesidades, y la precaria democratización, limitan la incidencia de esa acción colectiva en
la construcción del derecho a la salud.
