Abstract
El envejecimiento demográfico ha sido asociado a la presión de los sistemas de pensión y salud
y a la lucha intergeneracional por los recursos de la protección social, lo que a través del tiempo
ha adquirido una noción fatalista. Estos argumentos fueron la base de la reforma neoliberal de
la seguridad social en Colombia (1993), lo cual crea un espejismo que desvía la función de
la política social como generadora de equidad y favorece el interés del capital financiero. El
ensayo se desarrolla en cinco partes: la presencia de la noción fatalista del envejecimiento en
la agenda política del Banco Mundial y de la ONU; la paradoja asociada a esta noción, dado
que el envejecimiento es resultado de un proceso de democratización; las inequidades sociales
de Colombia, expresadas en la disparidad de la esperanza de vida y la inseguridad económica
de la población mayor de sesenta años; contradicciones de la reforma y un esbozo de los retos
ante una política social universalista.
