Mil Tambores Carnival 2021 (Valparaíso, Chile): The Return to the Streets after the Social Uprising and the Pandemic

Mil Tambores Carnival originated in 1999 in Valparaíso (Chile) as the result of a self-managed citizen organization seeking the recovery of a public park that had been sold by the Chilean State to a real estate company. Following the COVID- 19 pandemic, it was massively resumed in October 2021 under the name of Carnaval Constituyente (Constituent Carnival), in support of the ongoing process of drafting a new political constitution in Chile. This article aims to explore the history of this carnival as a reference of artistic activism in Chile and analyze its 2021 edition, held after the social uprising and the COVID-19 pandemic, which interrupted the five months of related protests that began on October 18, 2019. The methodology used is a qualitative approach based on fieldwork conducted by the author during the 2021 celebration. It includes in-depth interviews with relevant players involved in the organization of the festival, in addition to an analysis of press and academic archives regarding the perception and representation of this carnival in the media. The findings of this research identify the Mil Tambores Carnival as a reference to understand the role of artistic manifestations in the social movements that have taken place in Chile during the 21st century, reaching their peak visibility during the social uprising.Furthermore, they shed light on the strategies developed by both the organizers and the participating groups to survive the precarious working conditions generated by both the social uprising and the pandemic.
