Abstract
Aprovechando los 30 años de la Declaración de Alma Ata, la Pontificia Universidad Javeriana
y la Secretaría Distrital de Salud de Bogotá plantean la investigación “Salud para todos: Aprendiendo
de las experiencias de Atención Primaria Integral de Salud (APIS) Fase I. (Periodo
2004-2007)”. Uno de los objetivos del estudio era identificar, interpretar y analizar las evidencias
disponibles sobre experiencias de participación y empoderamiento comunitario en APS,
en el Distrito Capital, durante el periodo 2004-2007. Esta administración propone discursos y
programas nuevos, como el de Salud a su Hogar (SASH), que prometen condiciones para el
empoderamiento comunitario, la participación como derecho y la democratización del poder.
Por esto, Bogotá se elige como población sujeto. Como resultados surgen varias categorías de
análisis. En este artículo se desarrollan dos de ellas la institucionalización e instrumentalización
de la participación comunitaria y las posibilidades y limitaciones de la actual política de
participación social para promover y desarrollar la participación como derecho.
