Abstract
La administración Lagos llevó a cabo una reforma sanitaria que pretendía modificar puntos
sustanciales del sistema sanitario heredado del régimen militar; sin embargo, los principios
neoliberales se mantuvieron. El proceso de formulación de la política de salud fue definido por:
la hegemonía de las elites neoliberales a través de la articulación de sus intereses en la matriz
sociopolítica híbrida, caracterizada por la vigencia del sistema de representación partidista, el
rol referencial del Estado, la autonomía de la economía subordinada a los requerimientos de las
fuerzas trasnacionales de los mercados y la tensión de las organizaciones de la sociedad civil,
que se encuentran entre la captura de los partidos políticos y la búsqueda de su autonomía; y
finalmente, por factores histórico estructurales como el modelo de desarrollo, la globalización,
la penetración y articulación de la ideología neoliberal y los procesos de democratizació
