Abstract
Este estudio caracteriza los recobros por parte de las empresas aseguradoras al Fondo de Solidaridad
y Garantía (Fosyga) del Ministerio de la Protección Social (MPS) de los gastos incurridos en medicamentos
no cubiertos por los planes obligatorios de salud o en intervenciones ordenadas por fallos de
tutela. Se utilizan datos de 2002 y parte de 2003 del proceso de auditoría de cuentas que realiza el
Ministerio a los recobros. Se calcula la frecuencia y el valor de los recobros según aseguradora, grupo
diagnóstico, tipo de medicamento, procedimiento o insumo, valor per cápita pagado y el costo de oportunidad
en términos de personas que se podrían afiliar al Sistema general de seguridad social en salud
(SGSS). Se encuentra que los recobros se han incrementado en frecuencia y valor, se concentran en
algunas aseguradoras, están asociados con nuevas tecnologías para algunas patologías poco frecuentes
en la población general, y que su costo de oportunidad para el sistema no es despreciable. Los resultados
obtenidos pueden reflejar cambios en el perfil epidemiológico, patrones de práctica clínica y
capacidad administrativa de las aseguradoras o incentivos para la obtención de rentas por parte de
diferentes actores del sistema.
