Abstract
El
manejo social del riesgo, nuevo marco conceptual de protección social presentado en 2000
por el Banco Mundial, no significa un cambio de orientación de la política social ni del papel
del Estado. Insiste en la inserción de lo social a la lógica del mercado, reafirma la acción
gubernamental como opción cuando mercado y familia fallan e introduce como actores fundamentales
de la política social a los individuos y sus comunidades. Su mayor debilidad es que
ignora condiciones estructurales que imposibilitan concebir lo social bajo la lógica del riesgo,
como la existencia de dotaciones iniciales en extremo desiguales entre la población. También es
desfavorable el hecho de considerar estrategias de supervivencia de los individuos y los hogares
como herramientas válidas para el manejo del riesgo. No obstante, propuestas como la
visión holística de las causas de la pobreza y la correspondencia entre intervenciones y riesgos,
son útiles en la formulación de las políticas que el país reclama.
