Abstract
El objetivo de este subproyecto fue analizar la emergencia, consolidación y crítica del discurso
de focalización de subsidios en salud y del Sistema de Selección de Beneficiarios para Programas
Sociales en Colombia durante la década de los noventa. Se utilizó un análisis histórico de
los discursos de las décadas del setenta al noventa siguiendo el método de Foucault, el cual
permite el análisis de las diferentes posiciones de las disertaciones de donde emergió y se hizo
hegemónica la política de focalización.
El discurso propiamente dicho surge en los noventa en el contexto de un estilo neoliberal de
gobierno que da mayor espacio al mercado en los sistemas de salud, asume la focalización
como estrategia para el aseguramiento de los pobres y promueve instrumentos como el Sisben
para la selección de los beneficiarios.
Se concluye que tanto la focalización de subsidios para el aseguramiento en salud como el
Sisben, generan exclusión de la población pobre, son un obstáculo para el acceso y uso equitativo
de los servicios de salud y atentan contra el derecho a la vida y a ser atendido cuando se está
enfermo.
