Abstract
Este documento propone recomendaciones para solucionar los problemas de exclusión generados
por la política de focalización de subsidios para aseguramiento en el Sistema de seguridad
social en salud de Colombia. Reconoce la necesidad de cambios urgentes tanto en el marco
político y normativo del Sistema de selección de beneficiarios de programas sociales (Sisben),
como en la conceptualización de pobreza, el proceso de toma de decisiones y la organización
del sistema de salud.
