Abstract
Esta revisión describe, desde una perspectiva historiográfica, algunos antecedentes de la planificación.A este efecto aborda los principales hitos en la materia en la antigua Unión Soviética, enEuropa y en América Latina. Se muestra cómo el desarrollo de la planificación está determinadopor aspectos de carácter político asociados con el tipo de Estado (universalista/minimalista), elmodelo de desarrollo (socialistas/ capitalistas en sus distintas vertientes), el régimen político(democrático/autoritario) y las relaciones que se establecen entre actores sociopolíticos con diferentegrado de poder. Por último, se toman en consideración algunos elementos epistemológicosde la planificación y se mencionan las principales corrientes que coexisten en la actualidad,sin dejar de destacar el predominio de una retracción del Estado en la planificación autónomay soberana de los asuntos sociales, la continuidad de concepciones desarrollistas centradas enel crecimiento económico que expresan la falta de comprensión de los problemas sociales ydevelan el cambio en el papel del Estado hacia opciones que legitiman la gobernanza.Copyright notice
